Context:

The Bureau of Energy Efficiency (BEE) released the State Energy Efficiency Index (SEEI) 2024 on 29 August 2025.


What is SEEI?

  • A composite index to measure and compare energy efficiency progress across states and Union Territories.
  • Developed by BEE in partnership with the Alliance for an Energy Efficient Economy (AEEE).
  • First launched in 2018; the 2024 edition is the sixth.
  • Aim:
    • Encourage states to adopt energy-efficient practices.
    • Promote healthy competition and policy innovation.
    • Support India’s goal of achieving net-zero by 2070.

Highlights of SEEI 2024

  • Coverage: 36 States/UTs assessed for FY 2023–24 using 66 indicators.
  • Sectors covered: Buildings, Industry, Transport, Agriculture, Power Distribution (DISCOMs), Municipal Services, and cross-sectoral areas.

Performance Groups:

  • Front Runners (above 60%)
  • Achievers (50–60%)
  • Contenders (30–50%)
  • Aspirants (below 30%)

Top Performers:

  • Maharashtra – in >15 MToE group
  • Andhra Pradesh – in 5–15 MToE group
  • Assam – in 1–5 MToE group
  • Tripura – in <1 MToE group

Key Sectoral Achievements:

  • 24 states notified Energy Conservation Building Code (ECBC) 2017.
  • 31 states adopted electric mobility policies.
  • 13 states promoted solar agricultural pumps, with Kerala leading at 74% adoption.
  • All 36 States/UTs prepared State Energy Efficiency Action Plans (SEEAPs).

  • Formed: March 2002 under the Energy Conservation Act, 2001.
  • Ministry: Power, Government of India.
  • Mandate: Promote energy efficiency and conservation in all sectors.

  • Runs the Star Rating programme for appliances.
