Context:

The Union Commerce & Industry Minister launched LEADS 2025 in New Delhi as part of the decade-long Make in India celebrations. The initiative aims to improve India’s logistics ecosystem and enhance supply chain efficiency across States and Union Territories.


About LEADS 2025

What it is:

  • LEADS is a national index and survey ranking Indian States and UTs on logistics performance, identifying gaps and best practices.
  • Released by the Ministry of Commerce & Industry, DPIIT.

  • Benchmark logistics efficiency across States/UTs.
  • Reduce logistics costs and enhance supply chain performance.
  • Guide States in infrastructure planning, policy reforms, and capacity building.

Assessment Criteria

  • Infrastructure Quality: Roads, warehousing, multimodal connectivity.
  • Services: Availability, quality, and reliability of logistics services.
  • Efficiency: Timeliness, truck turnaround, and ease of clearances.
  • Policy Support: State facilitation measures and grievance redressal.
  • Stakeholder Perception: Industry feedback on cost, speed, and reliability.

Key Features of LEADS 2025

  • Corridor Performance Tracking: Evaluates 5–7 key national corridors using journey time, truck speed, and waiting time.
  • API-Enabled Data: Real-time section-wise speed analysis on major road corridors for sharper insights.
  • State Rankings & Categories: States classified as Leaders, Achievers, and Aspirers to encourage competition.
  • Policy Recommendations: Tailored interventions for each State/UT based on survey findings.
  • Digital Dashboard: Interactive platform allowing States/UTs to monitor logistics performance continuously.
