Context:

NITI Aayog has launched the India Electric Mobility Index (IEMI) 2024, India’s first national-level tool to monitor and rank States and Union Territories on their performance in transitioning to electric mobility.


What is the India Electric Mobility Index (IEMI)?

The IEMI is a national benchmarking framework that evaluates the e-mobility ecosystem across States/UTs on a score of 0 to 100.

Launched by: NITI Aayog

Purpose:

  • Track progress in EV adoption, charging infrastructure, and R&D.
  • Facilitate policy improvements, funding allocation, and peer learning among states.
  • Align sub-national efforts with India’s target of net-zero emissions by 2070.

Evaluation Parameters

IEMI evaluates 16 indicators under three key categories:

  1. Transport Electrification:
    EV adoption across personal, public, and freight segments.
  2. Charging Infrastructure Readiness:
    Number and spread of public/private EV charging stations, and enabling policies.
  3. EV Research and Innovation:
    Local manufacturing capacity, R&D activity, and supply chain development.

Trends and Rankings in IEMI 2024

  • Top 3 States/UTs:
    1. Delhi
    2. Maharashtra
    3. Chandigarh
  • EV Adoption Growth:
    • In 2018, EVs made up just 0.5% of total vehicle sales.
    • By 2024, this rose to 7.7%, showing exponential growth.
  • Total EVs on Indian Roads:
    • Over 6.5 million EVs were operational by mid-2025.
    • In 2024 alone, 12 lakh new EVs were registered.
  • Charging Infrastructure:
    • As of October 2024, more than 25,000 public EV charging stations have been installed.
    • Karnataka leads in total charger installations.
  • Policy Coverage:
    • 29 states/UTs have notified dedicated EV policies.
    • 4 more are in the draft stage.
