Context:
NITI Aayog has launched the India Electric Mobility Index (IEMI) 2024, India’s first national-level tool to monitor and rank States and Union Territories on their performance in transitioning to electric mobility.
What is the India Electric Mobility Index (IEMI)?
The IEMI is a national benchmarking framework that evaluates the e-mobility ecosystem across States/UTs on a score of 0 to 100.
Launched by: NITI Aayog
Purpose:
- Track progress in EV adoption, charging infrastructure, and R&D.
- Facilitate policy improvements, funding allocation, and peer learning among states.
- Align sub-national efforts with India’s target of net-zero emissions by 2070.
Evaluation Parameters
IEMI evaluates 16 indicators under three key categories:
- Transport Electrification:
EV adoption across personal, public, and freight segments. - Charging Infrastructure Readiness:
Number and spread of public/private EV charging stations, and enabling policies. - EV Research and Innovation:
Local manufacturing capacity, R&D activity, and supply chain development.

- EV Adoption Growth:
- In 2018, EVs made up just 0.5% of total vehicle sales.
- By 2024, this rose to 7.7%, showing exponential growth.
- Total EVs on Indian Roads:
- Over 6.5 million EVs were operational by mid-2025.
- In 2024 alone, 12 lakh new EVs were registered.
- Charging Infrastructure:
- As of October 2024, more than 25,000 public EV charging stations have been installed.
- Karnataka leads in total charger installations.
- Policy Coverage:
- 29 states/UTs have notified dedicated EV policies.
- 4 more are in the draft stage.
